Our Path to Renewable Electricity
Explore the timeline and milestones that led to the creation of the Community Clean Energy Program.
2019
The legal framework to make the Community Clean Energy Program possible was established when the Utah Legislature passed the Community Renewable Energy Act (HB411) and Governor Herbert signed it into law. This legislation was the first of its kind in the country.
2020
2020 - 2022
Following the Program rules and statute, cities, counties, and towns across Utah organized themselves into the Community Renewable Energy Agency, also known as Utah Renewable Communities or URC. Eighteen communities adopted a Governance Agreement to join URC and develop what is now called the Community Clean Energy Program in collaboration with Rocky Mountain Power.
2021 - 2024
URC worked with Rocky Mountain Power to negotiate key components of the Program and prepare for a Program application submission to the Public Service Commission.
Spring 2024
The Utah Legislature renamed the Community Renewable Energy Act to the Community Clean Energy Act. A change in legislation also allowed more communities to join the Community Clean Energy Program. Midvale City joined as a result.
November 2024
Utah Renewable Communities began running its own procurement process for clean energy resources. The projects will serve Community Clean Energy Program participants. Contracts will be signed between Rocky Mountain Power and the clean energy developer(s). In collaboration with URC, Rocky Mountain Power submitted the solicitation application to the Public Service Commission for review and approval. The solicitation application is a collection of documents that propose how URC will evaluate, score, and select clean energy resources for the Program.
May 2025
The Public Service Commission approved the solicitation request and URC began running a solicitation for new renewable energy resources.
January 2025 - June 2025
Rocky Mountain Power submitted the Program Application to the Utah Public Service Commission for review and approval.
December 2025
A technical hearing and public witness hearing on the Program Application took place over two days. Watch recordings linked on the docket website.
March 4, 2026
The Public Service Commission issued an order approving the Utah Community Clean Energy Program. The order includes URC’s proposed initial rate, including a fixed rate for residential customers of $4.00 per month.
Spring - Summer 2026
Each of the 19 communities of URC has 90 days to decide if they want to stay in the Program by passing an ordinance. The deadline to adopt the participation ordinance is June 2, 2026.
Late 2026 - Early 2027
Rocky Mountain Power customers in participating communities will begin receiving notices and the Program will launch, giving ratepayers the option of net-100% renewable electricity.
Early 2027
The first Community Clean Energy Program line item will appear on customers’ Rocky Mountain Power bills.
