How the Community Clean Energy Program Works

We've simplified the path to clean energy. Here's a step-by-step look at how it all comes together.

Step 1: The Program Launches

  •  If you are a Rocky Mountain Power customer in a participating community when the Community Clean Energy Program launches, you will be automatically enrolled in the Program with the option to opt out.
  • If you choose to stay in the Program, a small increase will be added to your  monthly electricity bill. This is a clean energy line item to support new, reliable, utility-scale clean energy.
      • Residential customers will pay an additional $4 per month on their Rocky Mountain Power bill. Eligible low-income households can participate for free. Learn more about the Program’s affordability offerings
      • All other (non-residential) customers will pay a monthly rate based on the amount of electricity they use. The approved non-residential rate is $0.00609 per kWh plus a low-income surcharge of $0.12 per month. 
      • Rates will be adjusted periodically, but are not expected to change significantly. 
  • There are a few more steps that need to happen before the Program can begin. This includes Rocky Mountain Power’s upgrade of its billing system and setting up customer service support for the Program.
  • After they are completed, you will receive notices later in the year asking if you’d like to stay in the Program or opt-out. The first notices are expected to go out in late 2026, and the new line item will be on your bill in early 2027.

Step 2: Energy is Generated

  • New clean energy (from sources like solar, wind, geothermal, and more) is eligible to be part of the Community Clean Energy Program and will be specifically developed to serve Program participants. It can be generated in Utah, Idaho, or Wyoming and will be connected to the Rocky Mountain Power grid. 
  • We’ll tell you where the energy is coming from once the resources are selected and built!

Step 3: Power Your Community

  •  Enough clean energy is added to the grid to match the amount consumed by participating homes and businesses annually (this is called net-100% renewable electricity). It's a seamless transition for you—no new equipment is needed.
  • The Program will start conservatively – with one or two projects. As the number of eligible customers ultimately participating in the Program is confirmed, additional renewable resources will be developed to meet the communities’ clean energy goals.
