After over seven years of planning and collaboration, we’re now in the final stretch toward launching the Community Clean Energy Program, and the momentum is real.
Building the Program: A Pathway Towards Community Clean Energy
Since its formation, URC has been working with Rocky Mountain Power to develop the Program Application: a collection of documents that describe how the Program will work, including how much it will cost, when it will launch, who will be eligible, and more.
As required by the Community Clean Energy Act, the Program requires approval by the Utah Public Service Commission before taking effect. On March 4, 2026, the Program Application was approved by the Commission, and now URC is working with Rocky Mountain Power towards a Program launch in late 2026/early 2027.

Powering Up: Resource Solicitation Process
To power the homes and businesses in our communities with net-100% renewable electricity, URC must work with Rocky Mountain Power to add more clean energy to the electric grid.
To run the solicitation to obtain new renewable energy resources, URC, working in collaboration with Rocky Mountain Power, first had to gain approval from the Utah Public Service Commission (PSC). In May 2025, the PSC approved Rocky Mountain Power and URC’s solicitation process and URC published a Request for Proposals (RFP) for Program resources. This opened the doors to developers who want to build new clean energy projects for the Program.
