Meet the 16 Communities of URC

Utah Renewable Communities is a coalition of 16 local governments that are working with Rocky Mountain Power to develop and launch the Community Clean Energy Program.

Since the Community Clean Energy Program was approved by the Public Service Commission on March 4th, URC communities had 90 days, through June 2nd, to decide whether to adopt a participation ordinance to formally remain in the Program.  

The councils and commissions of the communities held meetings throughout the 90 day window to discuss and vote on the decision. The process looked different for each individual community. Needless to say, it was a busy three months! 

In the end, 16 of the 19 eligible communities voted to adopt the participation ordinance:

  • Springdale adopted April 8
  • Summit County adopted April 15
  • Salt Lake City adopted April 21
  • Emigration Canyon adopted April 21
  • Moab adopted April 28
  • Park City adopted April 30
  • Ogden adopted May 5
  • Alta adopted May 13
  • Francis adopted May 14
  • Grand County adopted May 19
  • Salt Lake County adopted May 19
  • Castle Valley adopted May 20
  • Holladay adopted May 21
  • Millcreek adopted May 26
  • Oakley adopted May 27
  • Midvale adopted June 2

Cottonwood Heights, Kearns, and Coalville did not adopt the ordinance. We are grateful to these communities for contributing to URC and the Community Clean Energy Program since 2021!

With 16 communities participating, accounting for 94.7% of the total eligible kilowatt hours, the Community Clean Energy Program is positioned to have a significant impact on Utah’s energy landscape, health, and the environment. We are so excited for what’s to come!

What’s Next?

Now that we know there are 16 communities moving forward, URC and Rocky Mountain Power can charge full speed ahead towards implementing the Community Clean Energy Program for launch early next year.

Between now and Program launch, URC will continue to work with Rocky Mountain Power to iron out all the details that go into running a successful program: updating the billing system, designing customer notices, training customer service representatives, and so much more. There’s a lot of work to do, and the momentum is real!

Once all the preparations are in place, Rocky Mountain Power will send Program notices to customers within the 16 participating communities. We expect the first notices will go out no sooner than November 2026. After receiving the first notice, customers will have 60 days to opt out of the Program before the rate goes into effect.

Once the Program launches early next year, eligible customers will be automatically enrolled:

  • Residential customers will pay $4/month to participate.
  • Non-residential customers will pay a rate based on usage.

Customers will have approximately four more months to opt out of the Program with no fee. 

  • After that, residential and small non-residential customers would need to pay a one-time termination fee of $30 to exit. 
  • Medium to large non-residential customers would need to pay a termination fee based on their level of service.
