Program Gives Many Rocky Mountain Power Customers the Power to Choose Clean, Reliable, Affordable Electricity

Quick highlights:
The Public Service Commission (PSC) approved the Utah Community Clean Energy Program!
The ordinance adoption process starts now through June 2 for the 19 participating communities.
Where communities adopt the ordinance, Rocky Mountain Power customers will automatically support investment in clean energy (“Schedule 100” on your bill), with the option to exit at any time.
The program is still several months from kicking off. Customers won’t see notices until late 2026 or the new line item on their bill until early 2027.
The initial residential rate set by the PSC is $4 per month.
Income-eligible customers can receive a bill credit, enabling them to participate for free.
All customers can opt out at any time once the program kicks off.
The program directly supports the addition of new, utility-scale clean energy development to the Rocky Mountain Power grid, and is distinct from other clean energy offerings.
On March 4, 2026, the Utah Public Service Commission issued an order approving the application from Rocky Mountain Power to create the Utah Community Clean Energy Program!
The Community Clean Energy Program gives Utahns in participating communities the power to choose clean, reliable, affordable electricity, supporting healthier families, communities, and the environment. By investing in local clean energy, the program will support Utah’s growing energy needs while keeping power reliable and air cleaner for generations.
Program approval is a huge milestone that has been in the works for seven years, after HB 411 became law in 2019, establishing the option for communities to collaborate with Rocky Mountain Power on a renewable energy program.
What’s next?
The first order of business is for the current 19 URC communities to finalize their participation by adopting the ordinance, which gives their residents and businesses the opportunity to participate in the program.
The deadline for ordinance adoption is June 2, 2026.
While communities consider adopting the program ordinance, Utah Renewable Communities and Rocky Mountain Power will be working on several related processes that need to conclude before the program launches. These include Rocky Mountain Power’s upgrade of the billing system and set up of new customer service support for the Utah Community Clean Energy Program.

After these processes are complete, you will receive your first official notices about the program. Rocky Mountain Power residential customers in communities that pass the ordinance will receive at least one mailed notice, as well as digital reminders for those who are signed up for electronic billing. We’re targeting late 2026 for these first notices to go out.
Utah Renewable Communities and Rocky Mountain Power are also working to acquire new clean energy resources (underway now!) and working with state agencies to determine how those resources will be valued.
Rocky Mountain Power’s customers will start to see the new “Schedule 100” clean energy line item on their bills 60 days after the first notices go out – we’re targeting early 2027.
A huge accomplishment!
Utah Renewable Communities has been working collaboratively with Rocky Mountain Power on this project for over seven years, since HB 411 was passed. There have been many supporting organizations and partners along the way. Thank you to the many elected officials who have championed this work over the years; to the experts and staff moving it forward; to the non-profit environmental groups supporting the program in so many ways; to our partnership with Rocky Mountain Power; and to the support of our community members, who asked their local governments to support clean, affordable, impactful clean energy.
I want to know more! What else did the order say?
On March 4, the Utah Public Service Commission (PSC) issued an order approving the Utah Community Clean Energy Program.
The order was issued in Docket No. 25-035-06, created when Rocky Mountain Power filed the Program Application in January and June 2025. The docket includes the subsequent direct, rebuttal, and surrebuttal testimony filed by the various parties, as well as the December 2025 Technical and Public Witness Hearings. The Parties include:
Rocky Mountain Power
The Community Renewable Energy Agency, or URC
Division of Public Utilities (DPU)
Office of Consumer Services (OCS)
Sierra Club
Western Resource Advocates (WRA)
Initial program rates
The PSC approved the Agency’s proposed initial rates, including a fixed rate for residential customers of $4.00 per month, inclusive of the low-income surcharge in Rocky Mountain Power’s proposal.
Income-qualified residents who are on Schedule 3 (Rocky Mountain Power’s HELP program) would see a monthly program rate which would be matched by a credit on their bill.
For all other (non-residential) customer classes, the PSC approves a volumetric rate of $0.00609 per kWh and a low-income surcharge of $0.12 per month.
Rates will be adjusted periodically.
What if I don’t want to participate?
That’s no problem! All Rocky Mountain Power customers in participating communities can always exit the program at any time.
From the date the first program notices are sent, customers who reside in a participating community will have six months after receiving their first notice about the program to opt-out of the program without incurring exit fees. The opt out notices will include additional details and instructions on how to opt out of participation in the program.
Beginning six months after the first opt-out notice, there will be a $30 fee for residential customers to exit the program. For income-qualified residents on Schedule 3 (the HELP program), there will never be a fee to opt-out. Commercial customer termination fees will be based on the specifics of their tariff schedule with Rocky Mountain Power.
