On Tuesday, December 16th, 2025 the Public Service Commission (PSC) will hold two important hearings on the URC Program in Room 403 of the Heber M. Wells Building (160 East 300 South, Salt Lake City): 


1.  A Technical Hearing (9am - 6pm) where intervening parties  - those who have officially testified in the program application docket - will present final testimony to make their case on key program elements. All are welcome to listen in on the technical arguments in-person or on the Public Service Commission’s YouTube channel.

 

2.  A Public Witness Hearing (starts at 6pm) where members of the public are invited to share their thoughts on the program and tell the Commission what matters most to them before a decision is made.  


These hearings are one of the remaining opportunities for both intervening parties and the general public to shape the future of the program. Afterward, the Commission could issue a ruling in as little as 30 days, deciding whether to approve, deny, or modify the program based on all testimony presented.


Your Guide to Attend the Public Witness Hearing


This is your moment! Attend the Public Witness Hearing on December 16th at 6pm for the opportunity to share your thoughts on the URC Program before final decisions are made.

Even if you don’t want to speak, having community members in the room matters. Regulators notice who shows up, so your presence and your voice could make the difference.


What is a Public Witness Hearing? 


It’s where community members can speak directly to regulators. Anyone can give a 2–5 minute comment. You are not expected to be an expert! Even simple feedback on whether the program is worth creating, your likelihood of participating, or your unique perspective on what the program means for you as a Rocky Mountain Power customer is helpful for the Commission.


How can I attend? 


In person:

  • The hearing will be held in Room 403 of the Heber M. Wells Building, 160 East 300 South, Salt Lake City, Utah

  • Arrive 5-10 minutes early to give yourself enough time to check in

  • The building may be locked - knock/wave at a staff member to let you in

  • Plan accordingly: There is no public parking at the Heber M. Wells building, but there is street parking and other garages in the area. Ride the TRAX, carpool, or give yourself extra time to find parking 


Virtually:

  • You can comment remotely by joining the Google Meet at: meet.google.com/kvc-exfe-hxy to be placed in a virtual queue

  • The PSC will receive comments from individuals in the order they click on the “raise hand” feature in the Google Meet

  • Participants are free to deactivate video and should always mute audio when not actively participating


Can’t attend but would still like to comment?


If you can’t make it to the hearing, you can submit your written comments directly to the Public Service Commission.  Email them to psc@utah.gov  by December 16th and include “Docket No: 25-035-06” in the subject line.
