URC Closes the Call for Clean Energy Resources & the Response Was Outstanding!

On May 22nd, Utah Renewable Communities opened our request for proposals (RFP) to market, inviting developers who want to to build new clean energy projects for the URC Program to submit bids. The RFP closed on July 10th. 


You may recall that Rocky Mountain Power (RMP) itself has not run a solicitation for clean energy since 2020, so we hoped there was pent-up supply to support Utah Renewable Communities. We also hoped that giving developers seven weeks to submit a proposal would, in a best case scenario, give us ten eligible bids. 


The result? Fourteen qualifying bids were submitted! Far exceeding our expectations, we are thrilled by this response. Not only does it strengthen our chances of finding affordable, reliable projects for the URC Program, but it also demonstrates the importance of what we are doing: forging a pathway toward more clean energy generation in Utah.


Up Next


Now comes the fun part: over the next 4 months, the URC Agency will be evaluating bids to choose the best project(s) for our Program. This has already started with detailed reviews from our energy experts and consultants. RMP will also perform a required assessment of each project.


It is important to acknowledge that, while we’re excited to have received such a robust response, there are still a lot of uncertainties given the ever-changing federal context that makes this a difficult, but also an opportune, time to develop utility-scale clean energy. 

 

Despite those headwinds, we are forging ahead. By early 2026, we’re planning to lock in the agreement for the first renewable energy project built for the URC Program. This will put us on the path toward achieving our net-100% renewable electricity goal.


The Program Application Progresses


At the same time as we’re evaluating bids, we are going through the full URC Program Application approval process with the Utah Public Service Commission (PSC). These processes are running in parallel to speed things along.


In January and June, Rocky Mountain Power submitted the full URC Program Application to the PSC for review.  (See the docket). 


We expect the PSC will decide whether they approve the Program sometime between January and March 2026. Here’s where we are at in the process:


  • Last month, URC representatives filed testimony to express why participating communities want the Program to be approved and to state the Agency’s position on certain Program elements that differ from RMP’s preferences.

  • Now through December, the PSC is accepting public comments. Residents can comment on the URC Program by emailing the PSC (psc@utah.gov) with the subject line “Docket No: 25-035-06”

  • Up next, other organizations that are part of the docket (“intervening parties”) have until October 10th to file testimony. Then, RMP and URC will have the opportunity to submit rebuttal testimony to further assert their positions in November & December. 


It is a lengthy process, but we are well on our way!
